We’re
planting the SEED
of opportunities.
Through our Socio-Economic Enhancement Development (SEED) Programme, Sarawak Metro is committed towards capitalising on the investments made for the KUTS project.

The development of many cities has been intertwined with the development of their mass transit systems, which in turn creates opportunities and provides benefits for its people especially in terms of business prospects and job creation. Hence, capacity building and capability building programmes are needed to address gaps in the labour market and industrial development.

The SEED Programme will be used as a platform to acquire new capacity and capability that will generate additional industrial and economic activities. This is in line with the aspiration of the Sarawak Government to enhance economic growth, to produce more skilled manpower, to be competitive and to be a high-income and developed state by 2030.

How it Works?
The SEED Programme was initiated to generate positive net revenue from investments made through KUTS project.
The implementation concept is quite similar to the Industrial Collaboration Programme implemented under Ministry of Finance Malaysia through a policy under the Federal procurement process, whereby the foreign contractors/suppliers agree to transfer extra economic activities to the buyer as a condition for the sales of goods or services. Similar offset programmes have also been widely practised in other countries such as Austria, Canada and Saudi Arabia especially in high technology related procurement such as defence and aerospace.
SEED Programme Providers
Contractor(s) fulfilling their obligation under identified procurement in the KUTS Project
SEED Programme Projects
Projects related to work packages, technology transfer, market access, investment, training and human capital development
SEED Programme Recipients
Local Industry players as well as institutions of higher learning and technical training providers
Our SEED Programme has the potential to provide high impact returns for Sarawak, in terms of industrial and technological development as well as contributing towards the economic growth of the State. The projects proposed under our SEED Programme aim to match the needs of Sarawak based on the current market and industrial landscape, including the industries’ capacity and manpower capabilities.
